The US government spends around $24,000 each year per inmate – that’s $65/day. As a tax payer, that money is coming out of your pocket. That’s money which could have otherwise been being used for education, or building roads, or increasing the police force.
Whole-Way will save not only save thousands of dollars in costs, but it will also reintroduce a healthy and proactive citizen back into society. That makes it of great benefit to the individual, the community, and for the government.

On Saturday November 20th 2010 the second Annual Conference of the Whole-Way House opened up with Al Fatihah given by Br. Mustafa Al Amin, Director of Re-entry of the Whole-Way House Houston,Texas. Br. Mustafa served as MC for the conference, he gave the history of the Whole-Way House starting in October 1995 during the Million Man March at the Shape Community Center in third Ward of Houston. He spoke of its Founder and Executive Director Br. Abd’Allah. Muhammad-Bey, M. Ed; LCDC/CCJP as being on the Criminal Justice Planning Committee of the Million Man March who served as one of the original founders of Whole-Way House who has remained active and alone.
The Whole-Way House got its name (W holistic Approach towards transiting people released from prisons back to society) from DeLloyd Parker Executive Directive of the Shape Community Center. Br. Mustafa spoke about a previous meeting held the day before the conference at Masjid Imam Warith Deen Muhammad discussing similar issues and concerns for those being released from incarceration. He spoke of presently there are no programs or services fully operating to assist Muslims being released from incarceration and continues to be a problem for the Muslim community. This was the main purpose why the Whole-Way House was establish and incorporated in 1998.
There appears to be more effort, care and concern for prison dawah while brothers and sisters are incarcerated with least organized structure for follow up once released. This is a miscarriage of services offered by the Muslim community, until we are able to establish a fully functional program and services for these brothers, sisters being released we need to cease and decease working in the prison system until a program is establish to assist from day one of incarceration until discharge similar to what the Christian community has already establish for years. They have faith based programs directed to address issues of people being release from incarceration because of these problems they know the lack of services and programs the Ummah don’t have, in some cases don’t care to get involved for obvious reasons. Br. Muhammad-Bey working with Christian organizations in Huntsville, Texas attending conferences, meetings and networking is contacted regularly by e-mails to inform him of those Muslims brothers, sisters being released who contacts these individuals to welcome them back to society. Unfortunately with limited resources to give except contact or refer to local Masjid, or attend a Whole-Way House meeting held second Saturday each month at the Shape Community Center in third Ward and where we would like to officially open up a Whole-Way House Center for support.
A major concern of the Whole-Way House is not only transitional housing, but education, employment and substance abuse 12-step or peer support counseling. This is the purpose for which the Whole-Way House was originally created. The Whole-Way House doesn’t claim to have all the solutions but believe in networking with those who have established themselves. We refer our residents to agencies that will help them once released, We offer an Islamic Substance Abuse Treatment Program name Millati Islami (Path of Peace) and some are required to participate in 12-step group meetings weekly and is offered to Muslims while incarcerated to be used with application once released. In the past those Muslims scheduled to go before the parole board asked for a letter of support from the Whole-Way House to present as part of their parole plan some may or not be approved and was a service offered by the Whole-Way House, once released they go through a in-person or phone intake process with Br. Abd’Allah Muhammad-Bey and if approved then are pick up from the Greyhound bus station, or catch a city bus in Houston, and taken to the apartments used by the Whole-Way House and were given a apartment shared with another brother and must seek employment attend all scheduled Whole-Way House and parole required groups, meetings as required or would be held accountable. Residents were allowed to stay up to 90 days before discharging with approval from parole or have a plan of action. This service was offered for about two years 2005 – 2007 at which time was discontinued for lack of support from the Muslim community and security issues. Some volunteers would help individuals on their own and did not help the Whole-Way House directly. Sisters services were limited or not in existence or referred to those willing to help. There are brothers and their wives who volunteer at women prisons and would help sisters with their needs. A major concern of the Whole-Way House was security and 24 hours monitoring of residents and became a major problem towards the end of this effort. Stories have surfaced since and before the Whole-Way House such as there is no help for Muslim brothers, sisters being released from incarceration back to society.
The assistance needed for residents are: employment, clothing and transportation, etc once release. Often times networking is the only solution for these issues. Another concern is Masajid are not set up to address these situation, working with ICNA, and ISGH, main center in the past, present and future people are referred to the Whole-Way House program and working with parole and probation as a joint effort. We were supported financially in the past by the Islamic Society of Tyler, Texas through Br. Luqman for one house operated by the Whole-Way House in Dallas through Br. Akbar who was the Director of Dallas Whole-Way House.
We were connected by several churches who would send people released from prison who were christian and would pay their rent. This lasted for about one year until we were not able to operate due to lack of funding from the Muslim community. Br. A. Muhammad-Bey is presently working with parole and probation violators, as a Licensed Substance Abuse Counselor for over ten years. He works at the SAFPF (Substance Abuse Felony Punishment Facility); Gateway Foundation at the Estelle Unit in Huntsville. Br. A. Muhammad-Bey holds a Bachelor Degree in Criminal Justice, a Masters in Counseling Education and certified as a Certified Criminal Justice Professional and presently working on his Licensed Professional Counselor credentials.
The Whole-Way House is a non-profit 501c(3) business, not a charity organization, that is operated by former incarcerated individuals, addicts and professional personnel in recovery and who have change their lifestyle becoming part of the solution rather than the problem. The Whole-Way House is a multicultural faith based program base on Islamic principles and values as taught from Al Qur’an and sayings of Prophet Muhammad. It offers an Islamic atmosphere were Muslims can grow and develop in the teachings and practices of Al Islam and the Qur’an once released from incarceration and stay clean and sober at the same time. When they follow Allah’s laws they follow man’s laws and for those residents who are Christians they too will benefit or will be held accountable for their beliefs based on the teachings of the Bible. The Christian community is willing and waiting to work with the Muslim community to address people being released from incarceration, they have years of experience let us use their experience.
The Whole-Way House has written a grant to be submitted for funding for such things as obtaining a building; salaries, equipment, and operations. The Whole-Way House presently operating in Houston, Austin, and Huntsville and plan to expand by obtaining a contract with Texas Department of Corrections and the Board of Pardons and Parole. The conference ended with everyone in agreement with establishing a six months pilot program to hopefully benefiting the Whole-Way House through documenting people coming through the program for future reference such as funding for the Whole-Way House community, obtain grants and other resources. The plan is to get back with those in attendance in the near future with a starting date and outcomes of this pilot program. This second annual conference was a positive discussion with active participation from all in attendance. What was most like about the conference was coming up with a action plan for the future for those Muslims released from incarceration. Br. Mustafa close the conference with Al Fatihah. Then there was Asr Salat everyone shook hands and then dispersed. Ameen.
